§ 13-2202. Housing standards.

  • (a)

    All rooming and boardinghouses, shall conform to all the provisions of the current International Property Maintenance Code adopted in chapter 10 of this Code, except that:

    (1)

    At least one (1) flush water closet, one (1) lavatory basin, and one (1) bath tub or shower, properly connected to a water or sewer system and in good working condition, shall be furnished for every four (4) rooming units, provided that no more than eight (8) persons residing within a rooming, boarding, fraternity or sorority house, shall be served; including in such number the family of the owner or operator thereof whenever they share said facilities. In a rooming house wherein only males reside, flush urinals may be substituted for not more than one-half (½) the required number of water closets.

    (2)

    In newly constructed rooming, boarding, fraternity and sorority houses, and all converted or remodeled existing structures to be used for rooming house purposes, one (1) each of the abovementioned facilities shall be furnished for every four (4) rooming units, provided that no more than eight (8) persons shall be served; however, that in the event the owner or operator of an existing structure desires to remodel or convert the same to a rooming house use and who would suffer hardship complying with the provisions of this paragraph, such owner or operator may appeal to the Housing Board of Appeals for an exception and such Board of Appeals, within its sole discretion, may grant such exception to such owner or operator.

    (3)

    Every room occupied for sleeping purposes by one (1) person shall contain at least seventy (70) square feet of floor space, and every room occupied for sleeping purposes by more than one (1) person shall contain at least fifty (50) square feet of floor space for each occupant thereof.

    (4)

    The preparation and cooking of food shall not take place in any rooming unit.

    (5)

    The operator of every rooming house shall change supplied bed linen and towels therein at least once a week and prior to the letting of any room to any occupant. The operator shall maintain all supplied bedding in a clean and sanitary manner.

    (6)

    The operator of every rooming house shall maintain all walls, floors, and ceilings in a sanitary condition. Moreover, he shall maintain the entire premises where the entire structure or building is leased or occupied by the operator.

    (7)

    Each rooming house must be capable of maintaining a temperature range of no less than sixty-five (65) degrees Fahrenheit nor more than eighty-five (85) degrees Fahrenheit throughout the entire facility.

    (8)

    Telephone service shall be provided to the resident manager. The number of said telephone service shall be indicated on the rooming house permit.

    (b)

    Except wherein conflict with the laws of the State of Oklahoma or regulations of a State board or agency, the provisions of this article shall apply to hotels.
