§ 13-3100. Purpose.

While recognizing the value of effective alarm systems in deterring crime and preventing fire losses and while encouraging the use of such alarm systems, it is the purpose of this article to require minimum standards to alarm systems and services therefore and to license users thereof to improve system effectiveness and to reduce and minimize insofar as possible, the misuse and unnecessary involvement of emergency public services resources and personnel in or at nonemergency calls.
