§ 20-202. City Manager authority.

  • The City Manager or his designated representatives shall have the authority to:

    (1)

    Designate any street or part thereof where angle parking will be permitted;

    (2)

    Place and maintain bicycle lanes or routes;

    (3)

    Designate bus stops, bus stands, taxicab stands, and any stands for other passenger common carrier motor vehicles on public streets, in such places and numbers as the Manager determines to be of greatest benefit and convenience to the public;

    (4)

    Place and maintain crosswalks at intersections;

    (5)

    Designate curb loading zones or handicapped parking zones;

    (6)

    Restrict the direction of movement on streets, any lane thereon, or part thereof during certain designated hours;

    (7)

    Mark traffic lanes upon the roadway of any street where an alignment of traffic is deemed necessary;

    (8)

    Prohibit parking:

    [a]

    Adjacent to schools;

    [b]

    On narrow streets;

    [c]

    On the left hand side of any one-way street;

    [d]

    Near hazardous or congested places, so long as not to exceed one hundred (100) feet in length;

    (9)

    Designate any street or part thereof where parking meters shall be installed, the type and the time limitations of those meters;

    (10)

    Place and maintain safety zones for the protection of pedestrians;

    (11)

    Restrict right, left or U-turns at any intersection, or the period during which such shall be prohibited;

    (12)

    Place and maintain any and all traffic control adjacent to any street or intersection which may be required by this chapter, State law, Council resolution, City Manager action, or which the City Manager may deem necessary to adequately regulate, guide or warn either traffic or pedestrians.
