§ 20-1004. Speed not to exceed that which is reasonable under existing conditions.
(a)
Notwithstanding the maximum speed limits enumerated in this article, no person shall drive a vehicle upon any alley, highway, roadway, street or public parking area at a speed greater than or less than is reasonable or prudent under the conditions then existing, considering visibility, amount of traffic, condition of roadway surface, presence of pedestrians, obstruction of view and other similar factors.
(b)
No person shall drive any vehicle upon a street at a speed greater than will permit him to bring it to a stop within the assured clear distance ahead.
