§ 21-112. Rates for sewer service.

  • (a)

    All users of the sanitary sewer service shall be charged a base sewer service charge of five dollars ($5.00) per month. A user of the service is defined as:

    (1)

    Any separately metered business, commercial, industrial, institutional or residential entity.

    (2)

    Each apartment within an apartment or townhouse dwelling structure, whether jointly or severally metered.

    (3)

    Each mobile home, whether jointly or severally metered.

    (4)

    Each unit of five (5) bedrooms, or fraction thereof, within rooming, boarding, or fraternal housing.

    (b)

    In addition to the base charge, each user shall pay a sewer use charge of two dollars and seventy cents ($2.70) per thousand gallons of sewage treatment, computed as follows:

    (1)

    Business, commercial, industrial, and institutional users of the service discharge eighty (80) percent of the monthly water use into the sanitary sewer system for treatment.

    (2)

    All other users discharge eighty (80) percent of the average monthly water billed during the previous December, January, and February into the sanitary sewer system for treatment.

    (3)

    In the event of an inadequate or unavailable history to compute usage in accordance with section (b)(2) above, the sewer user charge is as follows:

    a.

    Mobile homes, six dollars and forty cents ($6.40) per month;

    b.

    Apartments, per unit, five dollars and fifteen cents ($5.15) per month;

    c.

    Single-family residence, eight dollars and sixty-two cents ($8.62) per month;

    d.

    Rooming, boarding or fraternal housing, per five-bedroom unit or fraction thereof, thirteen dollars and seven cents ($13.07) per month.

    (c)

    [In addition to the aforementioned charges, the City shall,] provide for a sewer system maintenance rate of five dollars ($5.00) per month, and that the City Controller shall charge and collect for sewer service furnished by the City to all customers and users of such service the five dollars ($5.00) per month for each residence, apartment, business or mobile home.

    (d)

    Section 21-112 of Chapter 21 of the Code of the Ordinances of the City of Norman, Oklahoma, shall be further amended by providing that any users of the sanitary sewer who are low income as defined by Section 8 of the Housing Act of 1937, as amended by the Housing and Community Development Act of 1974, as annually adjusted, shall be charged a sewer maintenance rate of two dollars and fifty cents ($2.50) month.

Editor's note

Ord. No. 0-0001-56, § 5, adopted June 12, 2001, and approved by the electorate on Aug. 14, 2001, states: The funds received from the addition of this sewer service maintenance rate shall be used and dedicated by the City exclusively for an upgraded sanitary sewer maintenance program to be established by the City and shall not be used to pay debt service on indebtedness. Funds collected shall be paid into a sewer maintenance fund and accounted for separately therein; such funds and the interest accruing thereon shall be used exclusively for an upgraded sanitary sewer maintenance program on a pay-as-you-go basis.
Further, § 6 of said ordinance states that the provisions of § 21-112(c) and (d) shall become effective October 1, 2001.
