§ 21-117. Contracts for water with nonresident users.
All water sold to users, whether persons or public or private entities, outside of the corporate limits of the City of Norman, shall be sold and furnished upon written contracts, which shall provide for an annual review of the City of Norman's costs and contract modifications of rates to permit rates to be increased or decreased to the purchases as appropriate. Any modification shall be nondiscriminatorily allocated between the City of Norman's resident customers and the purchasers, and shall be attributable to maintaining the City of Norman's ability to provide water services to the purchaser. All such contracts shall also provide that nonresident users be subject to the same rationing program as resident users may be subject to.
