§ 8-303. Competitive bidding or publication procedures.

(a)

The City Manager and/or his designee shall advertise surplus or obsolete supplies, materials, or equipment for sale in a newspaper of general circulation in the City, or otherwise give notice in such other manner as he deems necessary to adequately reach prospective bidders.

(b)

All bids received shall be sealed and shall be opened in public at a designated time and place.

(c)

The City Manager and/or his designee may repeatedly reject all bids, and may again advertise or give notice of such obsolete supplies, materials or other equipment for sale.

(d)

Acceptance will be made of the highest responsible bidder for cash.

(e)

In the event of two (2) or more highest responsible tie bids, the City Manager may sell to any of those tying bidders, or may divide the sale among those so tying.
